You then have to adjust the permissions to on the primary calendar to make it visible to the user(s) you want to be able to access the secondary calendars. So - if you don't want the other users to be able to access the primary calendar, you can set 'folder visible' but then put no access on the calendar details (it may default to free/busy data only, but you can choose none.) With the primary calendar visible, your users will then be able to get to the sub calendars as well, and they can have separate permissions for the 13 sub calendars if the need dictates it.
