You're right, set UI elements and text are antialiased on a character-by-character basis, and icon graphics are antialiased at each resolution that they're rendered. This is all done one time on the computers that make the software packages. Real time antialiasing of an animated mouse cursor is something entirely different. The type of blur in that gif is weighted and fluid and not a simple linear blur. Think of the difference between that gif and the 'pointer trails' option that was available on Windows computers.
